Various Character Questions

For those of you who are curious heres the build Sorcerer 6/Wizard 1/Incantatrix 3/ Bonded Summoner 10 (not firm on this) and i will be using Versatile Spellcaster Shenanigans as well as Persist Shenanigans. Anywho hes called The Nightingale and he has sworn revenge against the current Ruler of the kingdom (who is a jerk, think Sheriff of Nottingham, only slightly less of a douche) because the Ruler is responsible for his wife's death. His wife was the daughter of a minor noble house and the Ruler wanted her to marry him, well obviously that didnt happen and the guy just couldnt get over it. So he burned The Nightingale's small manor to the ground, not realizing that the Nightingale was protected by elementals.

The Nightingale's wife and daughter perished in the fire and as he clawed his way out of the remains of his home he saw the Ruler's men riding off. Thats when he vowed to slaughter the Ruler and any who helped him destroy his family. To further this end he has taken over rulership of a goblin tribe and moved them to the northern border regions to gather more strength unmolested by the Rulers men.

Now heres some of the questions;
I know that he is just using the goblins but he has actually improved their quality of life, on top of this the Ruler is evil (like actually EVIL, not just im-a-LE-jerk) so is he evil for doing this?
Also is there a better PrC for summoning an Elemental than Bonded Summoner?
Hell what alignment is Nightingale?
Also ill take any tips for running a goblin tribe, ive done it before but hey help never hurts.

It depends a lot on why and how he's doing it. If he's helping the goblins and generally trying to make them a more organized fighting force, he's probably Lawful. If he's just letting them run amok and making sure they stay supplied, then he's more likely Chaotic. If he's trying to "settle" the goblins and take control of their ideology from the Ruler, then he could be Good. If he's just letting the Ruler do his own think, then likely Evil.

Right off hand, any tips that are good for keeping 1st level characters alive will be good for a goblin tribe. Acid/alchemist fire to throw at people requires hitting an AC 10 when targetting a square to work. Tower shields while defending can be used for total cover, basically requiring them to be broken to get past. Give as many goblins as you can caster levels (Adept is nice, Druid is better, and Nightingale is a Wizard after all) and spam low-level disabling spells. Even if you just get ten wizards out of the bunch, arming those ten wizards with sleep and putting them with twenty rogues wielding scythes are going to be effective against low-level troops.

well hes making them more organized, and he isnt really stopping them from raiding people, hes just changing the target (from helpless villagers with crappy stuff, to not so helpless allies of the Ruler who have better stuff) and i totally forgot that since he has 1 lvl of Wizard he could totally train more.
