What if their were homebrew feats that gave the ability to cast a few low level spells? For example say:

Spells Feat level 0
When you select this feat choose: sorcerer, cleric, or druid You gain the ability to cast 0st level spells from that particular list. Your spells known, spells per day, and caster level are equal to a sorcerer of your class level. If you choose sorcerer Charisma is your primary casting stat, if you chose cleric or druid wisdom is instead.

Spells Feat level 1
Pre: 3rd level, spells feat level 0
You gain the ability to cast 1st level spells from the list you have already chosen. Your spells known, spells per day, and caster level are equal to a sorcerer of your class level.

Potentially continuing on up each time you would gain a feat, so 2nd at 6th, 3rd at 9th, 4th at 12th, 5th at 15th, 6th at 18th.

This would be pretty great for non-casters? Maybe help even the tier gaps? Could potentially put in a prereq that the character isn't already a caster because that would just get stilly. Maybe alter rangers and paladins to replace their spells with these feats for free instead?

See the Magical Training feat. There are ways to give non-casters spells through feats (http://www.giantitp.com/forums/showthread.php?t=219050).
