Were you thinking of Summon Pest Swarm from Cityscape? I cannot remember a spell by that name.

there is no spell called "murder" in 3.5.

summon pest swarm, as you mentioned, is probably it since it mentions crows and has a picture of a guy getting swarmed by crows

Murder of Crows is a swarm of birds that appears in Tome of Magic. I believe what you're looking for is on page 88:

"A murder of crows can be summoned in place of a bat, rat, or spider swarm using the summon swarm spell."
