[3.P] Building a fencer/binder

So one of my players is trying to do a Paimon-themed binder, and could use a little help with making it work. We're updating the binder thusly (http://www.giantitp.com/forums/showpost.php?p=15566649&postcount=13), but it's 99% the same for the purposes of our discussion. The player in question has mostly played rogues before and is a bit iffy on how to build a binder effectively. Most 3.5 and PF is on the table, and I'll look at 3rd party and homebrew material as well. I'm willing to allow Dervish Dance (http://www.d20pfsrd.com/feats/combat-feats/dervish-dance-combat) to work with a rapier instead of scimitar, but aside from that and improved binding, I'm having trouble making suggestions, even after looking over the Binder's Handbook (http://brilliantgameologists.com/boards/index.php?topic=11235). Race is Elan, so psionic options are definitely open for the character. Stat weight so far is Dex>Cha>Con>Int>Str=Wis. The character is probably also going to function as the party face.

Any good ideas for feats, equipment, or other character choices?
