Dragonwrought Kobold and Ability Scores 3.5

I was reading the Clerics handbook and under feats it had Dragonwrought and next to it it said that the feat grants +3 to mental stats.

How? I read that book up and down and have no idea how they reached that conclusion. Any help on this one?

A dragon takes no penalties to aging, therefore a dragonwrought kobold(now dragon) takes no penalties. Just start at venerable age.

Specifically, in the Kobold section on aging it mentions that Dragonwrought Kobolds don't take penalties for aging (but they still get the benefits).
