Redesigning the planar metropolis of Union

Union is kind of screwy. Epic level lawmen and garbage collectors? Wat?

Has there been any kind of reimagining of Union? A good replacement for the lackluster place? If not, how would you redesign the place?

Well. The first question is. What do you want from it? Do you want a city exlusively inhabited by epic characters?

I'd think that they'd have magic to take care of everything, really.

I was thinking of some qualities a lot looser than that. It doesn't have to only be populated by epic leveled characters. But it needs some incentive to attract enough such that its primary feature would be the presence of a lot of epic characters.

Union always seemed to me like a lame ripoff of Sigil. Most of my PCs usually wind up using Sigil as their base once they hit a high enough level.
