Let's say there's an enchanted composite bow +1.

Would this be able to damage incorporeal creatures, or would the arrows themselves need to be enchanted?

it can (with the 50% chance of failing, like any other magic weapon without ghost touch).

The arrows would have a 50% chance to effect an incorporeal creature (as normal for a magical effect).

And a lesser truedeath crystal from the Magic Item Compendium costs 5k gold (it imbues the item with ghost touch, along with 1d6 damage to undead).

Still cheaper than upgrading that +1 magic bow with Ghost touch (and you would have portability).

You can also get a bow made from Serren wood (BoED). Ghost Touch for a flat 4000gp cost that functions in AMF.

You can also buy ectoplasmic arrows (20) for 16 GP (Ghostwalk), which last for 10 days, or 151 GP for 100 days. Slap a dose of Unguent of Timelessness on them (18.75 GP, DMG) and they'll last +365 days on top of that.

Or coat the arrows with Ghostwall Shellac (150 GP, Dungeonscape). Takes about an hour to paint it on and dry, and then lasts for 4d6 hours.

Note that Incorporeal creatures wink out in an AMF, so that aspect isn't as useful as it would seem.

Incorporeal undead do, yes- according to the spell description. But what about creatures that are naturally incorporeal but that are not undead?

Oh, good catch. Nothing in the Incorporeal subtype, the incorporeal condition, or the incorporeal special ability make any mention of AMF. So, it appears it does only cause undead creatures who are incorporeal to wink out.
