No, that seems pretty reasonable. Humanoid RHD are really pretty awful, and none of those PLA's look game-breaking to me.

*edit* According to that link, though, they're actually LA+0. Which might be a little on the strong side.

That does seem a little strong for 2 RHD. Any two of natural armor, stat adjustments, or PLAs would probably justify the RHD, but all three together makes it surprisingly good, at least at low levels. (At high levels the lack of PLA scaling and inability to get rid of the RHD is disappointing, though.) Also, that ML is absurdly high, which, with normal transparency, can get you a few sneaky little tricks.

You'll have to do the fiddly 3.0-to-3.5 psionics conversion to use them, though, which might get annoying.

Keep in mind the Quanak LizardFolk come from a 2002 article so its using 3.0 psionics not 3.5 psonics. Notice how it has attack/defense modes.

3.0 psionics doesn't convert well to 3.5. It be like converting a 3.0 Ranger(that used only 3.0 material) to Pathfinder your basically rebuilding the whole damn thing.
