Just a quick question about enchanting magic items. Lets just say a wizard finds a headband of intellect +2 in a dungeon. Can he bring this to town and another wizard and pay the difference to have it increased to say a +4 or +6? Or is once it's made that the end of it? I want to tell my player no, just feels too easy but I figured I should check first.

Yes, you can do this. See page 288 of the DMG.
A creator can add new magical abilities to a magic item with no restrictions. The cost to do this is the same as if the item was not magical. Thus, a +1 longsword can be made into a +2 vorpal longsword, with the cost to create it being equal to that of a +2 vorpal sword minus the cost of a +1 sword.
