Question is simple. Can Egoist in some way obtain/research Kineticist power ?

But another question appears, is there any way to get power of your level but not a one level lower.

Or even easier, the way to get Tornado Blast with Egoist before Epic levels.

No, there isn't. If you wanted Tornado Blast you should have been a Kineticist.

The only way to get it pre-epic would be to pump ranks into Use Psionic Device and manifest it from a dorje or a power stone.

There are actually two other ways:

1) Psychic Chirurgery - this will require a Telepath 17 and a Kineticist 17, with the first giving Chirugery to the second, and the second using Chirugery to give Tornado Blast to you.

2) Soul Crystal - the Kineticist can give you Extended Crystals of Tornado Blast. These will only last a couple of days each at most but won't require UPD to activate, and won't cost XP from either of you. However, you will be using the Kineticist's stats to manifest it rather than your own.

These methods can be combined - the Telepath uses Soul Crystal to "lend" Chirugery to the Kineticist, rather than paying the hefty XP cost to transfer it.



Having said all that, Tornado Blast isn't really worth all this trouble. There are much better 9th-level discipline powers out there; you already have Greater Metamorphosis, so there are still powers like Metafaculty, Chirurgery itself, Genesis/True Creation and True Mind Switch.

Finally, if you're going to UPD an item, make it a psicrown so you can at least use your Int score and metapsionic feats.

This can also be done via Metaconcert. The Metaconcert knows Psychic Chirurgery via the Telepath and Tornado Blast via the Kineticist and can therefore grant you the power by manifesting Psychic Chirurgery on you.

But if you're paying for someone to manifest Psychic Chirurgery to grant powers known, you ought to be having it added to your own Powers Known list - that way, if some other manifester has a power you want, all you have to do is Metaconcert with them and then PsyChir said power to your own list. That way they don't need to spend XP, they don't need to be at least level 17, and you don't need the services of a separate Telepath 17 to get the power.

But if you're paying for someone to manifest Psychic Chirurgery to grant powers known, you ought to be having it added to your own Powers Known list - that way, if some other manifester has a power you want, all you have to do is Metaconcert with them and then PsyChir said power to your own list. That way they don't need to spend XP, they don't need to be at least level 17, and you don't need the services of a separate Telepath 17 to get the power.

Metaconcert forces all participants to pay an equal share of the PC XP cost, so if it's just the two of you linking and one of you has extra XP (or has a thought bottle lying around somewhere) using PC twice can actually be more beneficial than concerting.

However, this also means that you can bring in other manifesters to the metaconcert to spread the cost around, even if they are unrelated to the primary transaction. I could see a psionic guild or Secret House putting together arrangements like this, where junior or intermediate members have to contribute XP to the senior members' concerts every few weeks or months. Since the junior members earn XP faster, this might even be justified.

I've read numerous times about psions having a power research option similar to wizards' spell research, but can't seem to find a book reference for it. It's something to ask your DM about in any case.

I actually asked about it here (http://www.giantitp.com/forums/showthread.php?t=297704), and it was determined that, reading the full rule out of the XPH, it doesn't let you learn powers beyond your normal allotment due to Psion (or whatever) level. Just to spend 200 XP/power level and 1 week/power level to research new, unique powers (or potentially ones not on your list) to fill your level-up allotments with.
