[PF] Strider Hiryuu

I have a friend who wants to play something close to Strider Hiryuu but I'm having trouble figuring it out. I'm obviously considering Ninja as a class, but I'm not sure how I can get his sword to work like it does in the games (long range, cuts through anything like it it was paper) or the various futuristic gadgets (which would have to be magical gadgets, but then again, don't know).
Any help, folks?

What exactly does he wants his character to do? I'm of the opinion that recreating a character exactly is almost impossible since the genre (and media) are usually fundamentally diferent. Having said that, could you elaborate a bit more? I only know him through Marvel vs. Capcom (and the PS1 version, I haven't played the latest game).
