To set the scene:
Scenario: City/Urban/Street fighting
Me: Unarmed Swordsage with a ring of the Darkhidden and a Blindfold of True Darkness.

How do I make the area dark enough to make the enemy switch to darkvision and yet not Darkness as per the spell which would cause them to avoid the area because they can't see anything?

I want it dark not dark.

Thoughts?

Control Light (http://www.d20srd.org/srd/psionic/powers/controlLight.htm) does what you want if you can fit it in your build or get an item.
You'll want the Swift Concentration skill trick with that.

Try the Darklight (500 GP, Secrets of Sarlona). Four modes of illumination, including total darkness (non-magical). Unfortunately, it's a psionic item, so you need at least 1 PP to power it for a day.

The first level spell 'No Light' in the book of vile darkness creates a 20' radius area that suppresses non-magical light for 1 min/lv. So it shuts off torches and sunrods but not continual flames.

Continual flame is a 2nd level spell so it counters/is countered by the darkness spell. If someone has a continual flame, cast darkness on it and follow that up with a no light spell.

I second the darklight. I also point out that if you want to pull some shenanigans and your DM is willing to run with it, a single manifester shuriken (http://www.d20srd.org/srd/psionic/items/weapons.htm#manifesterWeapon) can fuel it indefinitely on the cheap (so long as you are willing to let it put its pp towards things other than powers. I'd let it slide, but its not technically legal to do. Ask your DM.)
