Ranger with Sword of the Arcane Order eligible for Obtain Familiar?

As the title states, does a ranger with the sword of the arcane order feat qualify for the obtain familiar feat, which requires an arcane caster level of 3.

Without Wizard levels, that is a strict no.

This would not have anything to do with your Ranger/Swiftblade, would it? If it does, Magical Training plus CL boosts would do the trick.
