A Concussive Spell (http://www.d20pfsrd.com/feats/metamagic-feats/concussive-spell-metamagic) creates a penalty whose duration is based on the actual level of the spell (ie, pre-metamagic).
A Heightened Spell (http://www.d20pfsrd.com/feats/metamagic-feats/heighten-spell-metamagic---final) has its effective level increased, which doesn't boost Concussive by RAW, but then stipulates that all level-dependent effects calculate using the Heightened level.
Which wording trumps the other? I think RAI is clear, but RAW and logic haven't spoken since sometime in the 70s.
