A Concussive Spell (http://www.d20pfsrd.com/feats/metamagic-feats/concussive-spell-metamagic) creates a penalty whose duration is based on the actual level of the spell (ie, pre-metamagic).

A Heightened Spell (http://www.d20pfsrd.com/feats/metamagic-feats/heighten-spell-metamagic---final) has its effective level increased, which doesn't boost Concussive by RAW, but then stipulates that all level-dependent effects calculate using the Heightened level.

Which wording trumps the other? I think RAI is clear, but RAW and logic haven't spoken since sometime in the 70s.

Due to the wording of Concussive Spell, I'd say that it is the one to follow, as it says:

the actual spell level of the spell

Which, to me, doesn't change with Heighten Spell, that changes the effective spell level, not the actual spell level of the original spell.

Oddly, Sanctum Spell probably still counts.

Let's make it even more confusing:

What if you take spell perfection, and heighten it without using a higher level spell slot, and THEN apply concussive spell?:smalltongue:
