So, does Page of Spell Knowledge (http://www.d20pfsrd.com/magic-items/wondrous-items/wondrous-items/m-p/page-of-spell-knowledge) work as long as it's in your possession, or does it need to be held? How many times a day can the caster use one page? Etc.

Aaaaaalso, what are the other spell selection expanding options for an Oracle/Sorcerer/Bard?

It's a slotless item, so you just need to have it on your person, you do not need to be carrying it in your hand.

And on your other question about them; while you have it the spell is treated as known, so you can cast it however many times you can cast a spell of that level per day. And the other options are I believe a feat (which doesn't cover the highest you can cast) or a racial favored class bonus (same deal). And also be careful with your protection of the item because it is just a page out of a book (Potential but a bunch in a well warded binder and pretend to be a wizard... you might even out do them...)

The feat you're thinking of is Expanded Arcana (http://www.d20pfsrd.com/feats/general-feats/expanded-arcana), it grants either 1 spell of the highest level you can cast, or 2 spells both lower.
Various Racial Favored bonuses can grant 1 'lower than highest' spell per level.
They are scattered about (you'd have to look over EVERY race), but Human (http://www.d20pfsrd.com/races/core-races/human) is the go-to example, if it's a Spontaneous Caster, then human will give you more spells known.

Thread Necromancy like a lv 20 lich, but if I came across this looking for clarification, I imagine others will and have, too.

My singular point of contention with it being something that is just on your person is the following, pulled from the SRD regarding activation of wondrous items:

"If the activation is on command or if no activation method is suggested either in the magic item description or by the nature of the item, assume that a command word is needed to activate it."

The nature of the item is that it is a page.

If this was a potion, you would drink it. If this was a sword, you would swing it. This is a page. So to me, that means you have to read it.
