I need to translate an old AD&D 2E character from planescape campaign setting into a 3.5 character

The character is an Aasimar Paladin, servant of two deities Osiris and Paladine (dragonlance god)
He is a resident of Sigil, member of the Harmonium, and an accomplished planewalker

Magic Item
He have very few magic item since 2Ed paladin was very limitated :
- Full plate +3,
- heavy steel shield +2
- Holy avenger,
- Abyssal Bloodiron Handaxe+1
- Belt of Giant Strength+6,
- Ring of Regeneration,
- Ring of Protection +2/+5 vs Chaotic,
- Bracers of Mind Shielding (as the ring)
- Helm of underwater action

Considering his background, I think playing the following build :

Build :
- Lesser Aasimar (LA+0), Cloistered Cleric 1 / Paladin 12
(the DM is extremely limitative on multiclass and prestige class.

Ability score :
- 32 Ability Pts : Str 15, Dex 10, Con 14, Int 10, Wis 12, Cha 16
- Lesser Aasimar : Wis+2, Cha+2
- Lvl 13 : Str +1, Cha+2
- Final: Str 16(22 with belt), Dex 10, Con 14, Int 10, Wis 14, Cha 20

Cleric :
- Domain: Retribution (max damage 1/day), Law or Plant
- Knowledge Domain is converted into Knowledge Devotion feat upon reaching 2nd level

Paladin :
Planar paladin substitution level :
- Smite Evil Ousider (Dmg+Cha Mod; 1+Cha Mod/day) instead of Turn Undead
- Celestial Template on Mount in exchange of one remove Disease per week

Notable Skills :
- Knowledge(The Planes) and Knwoledge(Religion) about 15 ranks
- Knowledge(Dungeoneering, Arcana, Nature) 4 Ranks
- Knowledge(Local/sigil) 1 Ranks
- Don't think concentration is usefull.


Feats :
- Law Devotion
- Plant Devotion
- Power Attack
- Awesome Smite
- Sacred Vitality

Next feat (lvl 15 & 18)
- Divine Might
- Battle Blessing

Mount : Celestial Heavy Warhorse

Just FYI, Knowledge Local isn't specific to any particular local place...

Sure you don't wanna play a cleric with a few prestige paladin levels, amongst other prestige classes, like Church Inquisitor or Ordained Champion or Sacred Exorcist or Divine Disciple or Justiciar (the of tyr version in pgtf, refluffed), or fist of raziel...

It could be he's playing with the (fairly common, I believe) house rule that Knowledge (local) is really local, restricted to one area. Because if you don't use it like that it is the single most broken skill ever.
