Metamagic Reducers and Energy Substitution

If my character had Arcane Thesis for Scorching Ray and Metamagic School Focus Evocation, would I be able to apply Twin Spell to a spell and then apply Energy Substitution to make it a second level spell?

Yes. Those two metamagic reducers happen to be the only ones I know of that don't have a 'minimum +1 level' attached to them. Now, whether a DM would actually let you use Energy Substitution to reduce the metamagic levels even further is debatable, but it works RAW.
