Intelligent Item Familiars

Is it possible to make an Intelligent Item your Item Familiar?

Nothing in the Item Familiar rules say you can't. I allowed a player in my campaign to do it. Some of the abilities the item has are better than those gained from being an Item Familiar, but over all it's more powerful.
