I need help building a wizard. It is 9th level and taking the Master Specialist prestige class as an evoker. I can have up to 20,000 gp in magic items. I want it to focus on blowing stuff up and battlefield control. I also would like some revenge themed spells. It also can't be too broken, or else my DM won't let me use books other than the Player's Handbook 2 and anything on the SRD.

I wouldn't worry too much about that. How powerful do you want your character to be? Evokers are a bit less powerful at their height than other types of wizards, around the level of Warmages. On that note, a lot of tips in the Warmage Handbook (http://brilliantgameologists.com/boards/index.php?topic=2816) will help you as well.

Since you want to blast a lot, trading your familiar for +1 CL with Energy Affinity (http://www.d20srd.org/srd/variant/classes/specialistWizardVariants.htm#evokerVariants) isn't a bad idea. You can take the Energy Affinity feat to turn all your elemental spells into Acid spells, then boost their CL with the ability. But you're at the level where the familiar is about to become a useful asset too, so that's up to you.

Here's a quick build:
Chameleon Wizard 3/Master specialist 2/Recaster 4
Str 8/Dex 11/Con 14/Int 20/Wis 8/Cha 8 (25 point buy, 2 level up points to Int)

Specialized: Evocation
Banned: Enchantment, Necromancy
Trade: Familiar -> Energy Affinity

Feats:
1 Spell Focus (Evocation)
3 Extend Spell
(5 Expanded Spellbook: Resilient Sphere, Trapsmith 2)
6 Energy Substitution (Acid)
(7 Expanded Knowledge: Dispel Magic, Trapsmith 1)
(9 Expanded Knowledge: Poison, druid 3)
9 Maximize spell

This gives you Sudden Maximize/Extend 4/day, Free Still spell (tie me up will you? BLAST YOUR FACE!), and some extra spells at nice slots (3rd level spells are great, and poison gets even better when you take the 5th level for recaster). Plus you can change your form at will to assassinate whoever you want revenge on without anyone knowing.

Example spell: Sudden Maximized Split-Ray Energy Substituted Scorching Ray from a 3rd level slot, make the 4 ranged touch attacks and deal 96 damage. If you can finagle a +2 CL (like with Arcanist's Gloves for 500gp), that's 6 rays and 144 damage. Enough to make a pair of trolls decide to stay home.

A useful type of item for many spellcsdters is metamagic rods. I don't remember how much Rods of Empower cost, but it can be nice since most of your spells are 1st-3rd level.

In general, Empower Spell is more efficient than Maximize Spell. An Empowered spell will deal roughly the same damage as a Maximized one on average, but is also one spell level lower.

For revenge... I'm not sure, but Explosive Runes are certainly an underhanded way to make people explode. When casting this spell in your downtime, be sure to empower and/or maximize it for a bigger boom.

Blessed Books (SRD Wondrous Item 12.5k) can potentially save you a lot of money in the long term, since you don't have to pay for scribing spells into them. It is pricey for your level, but it might be a good idea to crunch some numbers about scribing costs..

As a general tip for Wizards, remember that you don't have to prepare every spell slot at the beginning of the day. Leaving one or two slots open offers you some flexibility, as it takes only 15 minutes to prepare a spell into it during the day. It also means you can feel free to learn some obscure spells but not prepare them every day. Also look into scrolls which can potentially be life-savers, like Water Breathing or Feather Fall.

Evocation doesn't get a lot of love here, but there are some really nice spells. Some of my favorite lower level evocation spells:
1- Tensor's Floating Disk, PHB
2- Gust of Wind, PHB
2- Scorching Ray, PHB
3- Wind Wall, PHB
3- Blacklight, SpC
3- Great Thunderclap, SpC
3- Manyjaws, SpC
4- Resilient Sphere, PHB
4- Crushing Grip, PHB2
4- Defenestrating Sphere, SpC
4- Wall of Ice, PHB

Dunno if any of those are "revenge themed", but throwing someone out the window with Defenestrating Sphere is pretty funny. :-)
