What is the best? Out of Heart, Mind and Wings? Wings sounds pretty good, but blindsense is pretty neat, though it does come late.

Generally, Wings, though it does depend on the build. For a dragonfire adept, for example, Wings is the best if you don't want to spend an invocation on flight, and Heart is the best if your DM rules by RAW on metabreath feat availability. For a melee combat build, Wings is generally best for its tactical effectiveness, and for ToB classes even more so since it qualifies you for Flyby Attack. I pretty much would never use Mind- the blindsense comes way too late to actually matter. At that level, an item of constant blindsense is a tiny portion of your WBL.

the breath weapon would let a otherwise mundane charicter get stuff like entangeling breath or breath barrier giving a bit of versitility its the only option that can't be replicated with wealth though if you dont have any feats to spare in your build then the breath becomes unatractive.

the wings give non-magic flight and so you could try and pair them with an antimagic torc, though good luck finding a good way to benifit from the rest of your wealth by level in this case. even without the torc though flight is one of the abilitys that you almost have to get one way or another. I've also see this as part of trying to fix vow of poverty builds, but there are plenty of other thiings that the vow realy needs and just wont give out.

the improved senses are rather nice but as has already been pointed out the important part comes to late to get much from it.

It depends on what you're trying to do because they're all pretty different abilities but I'd put them in this order :

Breath Weapon for breath feat shenanigans

Mind is only worth it if you play long enough to get the full benefit and even then its pretty marginal.

and lastly the wings are OK but there are dozens of ways to get flight so really the breath weapon is the only way to go.

Even at best, Mind still only gets you Blindsense, not Blindsight. Which isn't really worth it. And flight is great, but there are so many other ways to get it. The breath weapon, though, is pretty close to unique, and it scales well (including into epic levels). Yeah, blasting is subpar, but a blast once or twice per combat for no other cost than a LA 0 race is a pretty good bargain.

Best aspect is to take Breath, and then trade one of your existing bonus feats for Dragon Wings. This puts you one feat away from the same Flight ability you get for taking the Wings aspect.

This works best with Ranger, which has Track and Endurance just sort of sitting there waiting to be useful, but you could do this with any class that gives you a bonus feat: Scribe Scroll for Wizard, Stunning Fail for Monks, various domains/devotions for Cleric, various Totem whatnots for Barbarians, etc.

Non-magical flight is 10 grand if you've got decent will saves. Breath weapons are not for purchase on a permanent cheap basis.
