I am designing a Swift Hunter (Scout/Ranger) and would like to use DC 40 tumble to make 10ft steps. I plan on having max ranks and skill mastery (via exemplar at 11th level)
How can I boost Tumble?

Dex, skill ranks, and gear. At 12th level you could plausibly have upwards of 22+6 (base+gear) dex, 15 ranks of it if it's a class skill (can't remember offhand), and a +10 item of tumble gets you 34 ranks. Add a mild spell bonus or a better item, and you're making that tumble check reliably. You can probably boost it more with feats, too.

You can use Skilled City Dweller ACF from Cityscape web enhancement to swap Ride for Tumble as a class skill for the ranger.
Various OA PrCs offer pretty large bonuses to the skill. Ninja Assassin, for example, ends up with +30 and the ability to Take 10. Eats some levels, though.

Feats: Even if the are probably not worth it but giving you options
1)Skill focus
2)Athelitic
Also: 5 ranks in Jump will give you +2 to tumble

Let's see... at 11th level, you'll get:
10 from Skill Mastery
+4 from Skill Artistry
14 ranks
+5 dex
+2 synergy
+3 skill focus

A "masterwork tool" (fancy boots?) can get you the last +2. Or a magic item of some sort. Or the Acrobatic feat, but that seems like a waste.

Just as an example of a non-custom item, there's a Psychoactive Skin that gives +10 to Tumble checks. It costs 10,000gp.

If you get dragon magazine allowed, number 315 has a martial mastery bonus of plus 10 to tumble ( and balance + jump ) untyped. You gotta have IUS, Deflect Arrows, Dodge, Lightning reflexes, and balance+tumble+jump of 9 ranks. So basically, 2 ranks of monk with dodge as first bonus feat and deflect arrows as second on one of the 3rd level feat gain thingers, or 6th, 9th, etc.. Or 1 level of monk at first level of creation with flaws for feat requirements.

No, the ability to take 10 is already factored in there.
If you get dragon magazine allowed, number 315 has a martial mastery bonus of plus 10 to tumble ( and balance + jump ) untyped. If dipping Monk was an option, the character would likely just use a Sparring Dummy of the Master.

That was assuming that character creation didn't allow for a 30k ( last time i saw it ) item to be available, let alone the time requirement for it.
-edit- the psycho skin has competence bonus and should be cautioned. As competence is one of the 'highest one only' types.

Shape Soulmeld: Acrobat Boots (Magic of Incarnum). +2 insight bonus, +2/essentia.
Tumbling Breastplate (Races of Stone), +2 circumstance bonus to Tumble checks. It's exotic, but make it out of mithral/MW darkleaf with the hellforged template (DMGII), and the ACP drops to zero, which also means the non-proficiency penalty drops to zero.
Chronocharm of the Fateweaver (500 GP, MIC). 1/day reroll a Tumble check.
Belt of Ultimate Athleticism (3600 GP, MIC). Take 10 on Tumble checks even when stressed, and 1/day "Take 20".
Drug: Kammarth (Lords of Darkness). +2 alchemical bonus to Dex for 1d4 minutes.
Drug: Ziran (Lords of Darkness). +2 alchemical bonus to Dex for 1d3 hours.

If you do the shape soulmeld way and wish to make use of the mastery way that I posted, make sure to grab midnight dodge instead of regular dodge. Counts as dodge and extra point of essentia that can be used to pump the soulmeld.

Take 10 (Belt of Ultimate Athleticism MIC)

2 Synergy from 5 ranks of Jump
3 Skill Focus
6 Insight from Acrobat Boots (Shape Soulmeld + 2 Essentia)
2 Circumstance from the masterwork tool (Tumbling Breastplate RoS)
5 Dex
=40
