i have 168,200 to spend on items, i already bought a belt of magnificence +2, a Headwrap of Disguise, and a bag of holding type 2. Im just not sure where to go from there.

Im a Sorcerer/Walker in the Waste/Escalation Mage, and as such i use a ton of sand based spells. So i need some help in picking some items to assist me. Thanks in advance

Well, your character, being a character that exists, would benefit from a belt of battle (MIC, 73). After that, I'd just go through the various item handbooks. Shax's Indispensable Haversack (http://www.giantitp.com/forums/showthread.php?t=148101) is a classic, Bunko's Bargain Basement (http://brilliantgameologists.com/boards/index.php?topic=350.0) has a lot of great stuff, and any character that isn't filling in the rest of his item list from the Lists of Necessary Magic Items (http://www.giantitp.com/forums/showthread.php?t=187851) is filling in their blank spots in a somewhat worse fashion.

Eh, you're a sorcerer. Complementing what eggynack said, every sorcerer could benefit from a (few) knowstone(s).

Drop the belt of magnificence.
As was previously mentioned, a belt of battle is far better. Also, you can slap enhancement bonuses on to other items using the rules in the Magic Item Compendium. (If you don't have access to this book... get it! It's been reprinted.)

Knowstones are a good idea, but they're from Dragon Magazine, so your DM might not let you have them. If he does, be sure to pick up Knowstones of Celerity and Nerveskitter, if you don't already know the spells.

Speaking of initiative boosts, get a +1 eager warning gauntlet. It'll give you +7 to initiative for no downside.

Momento Magica might come in handy, too. They're the spontaneous equivalent of pearls of power. They can be found in the MIC.

You might as well get a +6 Charisma item (or slap it on an existing cloak.)

My Dm has ruled that i can add the Belt of Battle to the Belt of Magnificence, so im wearing both currently. And i was contemplating grabbing a Ring of Wizardry

It's not so much a ruling as it is a regularling, given the standard and existing rules for adding new abilities (http://www.d20srd.org/srd/magicItems/creatingMagicItems.htm#addingNewAbilities). The belt of magnificence is still significantly overcosted. Picking up a +2 to every stat only costs 24,000, compared to the 25,000 of the belt, and that's the actual cost of the six items, because of the rules for adding and improving common item effects from MIC. The belt only becomes cost efficient at +6, and then only by 16,000 GP, and even then, only if you're a sorcerer that inexplicably wants to raise his strength. The belt also costs bonus money, because it doesn't make use of the adding and improving common item effects rules, so a belt of battle has a premium attached to the cost.

Edit: Note that this is all in the belt's best case scenario. In actual fact, you're only really going to want a charisma and constitution boost, with maybe a dexterity boost, if you're feeling frisky with ranged touch attacks.

Well i wanted a Wis boost because i have Arcane Disciple, the Cha obviously is nescessary, the Dex and Str boosts are good for my touch attacks, as i am a dry lich, so i figured just boosting them all was a good idea.

It's still actually more expensive, just based on the way item math works. It will always cost exactly 24,000 GP to get every enhancement in item form, while the +2 belt costs 25,000 GP + the 6,000 GP premium on the belt of battle that you're tossing on. The belt of magnificence is a tragic item in this fashion. Also, as Chillingsworth noted, the constitution is wasted, and as I am noting now, the strength boost might have some corner use, but it's still of less value than what you'd otherwise have.

Per MIC p234, you can add an Enhancement bonus to an ability score to an existing item for no more than a standalone item of that bonus, provided it's in the correct spot. You'll save a bunch of gold by just putting a separate +2 bonus to your five actual stats onto five separate items for 20,000 gp rather than getting the Belt of Magnificence, and then you can make the Cha bonus a +6 and not even bother with the Int bonus. There is absolutely no advantage to getting the Belt of Magnificence.

Get a custom Runestaff (MIC p224) containing any hour/level or 24-hour duration buffs you're going to use, so you don't need to waste spells known on them. Ideally you would want to use this trick (http://www.giantitp.com/forums/showthread.php?t=267805#4), but as a Dry Lich I doubt your alignment would permit Ancestral Relic. You can put two Wand Chambers on that as well, plus enchant it as a quarterstaff (+1 Defending on each end, use Greater Magic Weapon twice, apply the bonuses to your AC) and even as a standard magical staff with charges on top of everything else.

As eggynack said already, get a Shax's Indispensable Haversack (http://www.giantitp.com/forums/showthread.php?t=148101), pick up all the necessary items (http://www.giantitp.com/forums/showthread.php?t=187851) that your spell buffs won't cover, and check out the Bargain Basement (http://brilliantgameologists.com/boards/index.php?topic=350.0) for any empty item spots you have remaining.

Grab a Runestaff to get more spells known.
Anklets of Translocation are always handy for a quick "get out of jail free" card.
Robe of Mysterious Conjuration gives you all of the Summon Monster spells known
Mithril Twilight Chain-shirt with your suffixes of choice, as well as a mithril buckler get you decent AC without any ASF.
Sandals of the vagabond for more +initiative, plus immunity to fatigue or exhaustion, I forget which one.
Ioun stones are nice.
Rods of metamagic are also handy, especially if you use the metamagic ACF or arcane spellsurge to get them down to standard actions.
