Help with crafting potions

A player asked if he is able to craft potions with any spell? My initial thought was yes but once he started explaining to me his ideas I am unsure how they would work. What are the rules on this? Is it only transmutation spells or something?

If someone drinks a potion of create water does it create the gallons inside of them...? Or a potion of fireball?

You can create potions for any spell up to third level that targets one or more creatures.

You could create a potion of bless for example since it targets party members within range.

You can't create a potion of fireball since it targets an area, not a person. Likewise for create water.

That is for standard potions though, I suspect there are some item creation feats/classes that can make more exotic items. I'm pretty sure there is a feat that lets you create higher level potions.
