So I have this concept that I want to be kinda a shady ninja/spy so I've looked at spy classes and deception style with a focus on bluff and disguise I've also looked into luck stealer and fortunes friend which have a unique twist fluff wise to them. really are there any builds like this that give me that rp element without making me useless in combat, I'd still like to heavily contribute there.

Beguiler 1, Warlock 1, Rogue - X...

You get a little magic, you get an invocation that gives you +6 to the skills your looking for, and you should be able to UMD most stuff you can't otherwise use.

Up beguiler and Warlock from time to time for tasty treats (like detect magic) and balance with some swordsage.

You won't have the sneak damage of a straight rogue, but you should pull a lot of neat secondary abilities to give you more versatility.

whisper gnome factotum is good for a stealthy spy. -2 cha might hurt a little in the bluff/disguise, but its the stealthiest thing i can think of for +0 LA, and the class ability to add factotum level to a skill check would more than make up for it. but im sure there are other stuff. if youre looking more for a "james bond" type, aasimar bard is good

note: if you dont mind LA, throw on the dark template from tome of magic. very nice for stealth.

Psyonic rogue into psy assassin makes decent spy and some neet tricks. Good skill points and such. I had on that was a changeling, but my DM does LA buy off. It was a fun character to play

I've actually run the psychic assassin by my DM in the past on a different character build and he shot it down because it's not in a book.

Beguiler 2/ dusk blade 3/ urpriest 10 / finished off however... adjutant champ or such. Can even mystic thurge if you want to progress both sides though urpriest is enouph. Spy on people and steal power from the gods.....

A couple of nice prcs with a spy flavor are:

Mindspy (Complete Warrior)
Spymaster (Complete Adventurer)
Mountebank (Complete Scoundrel)
Cabinet Trickster (Races of Eberron)

Changeling Bard 1 then Cabinet Trickster 5 (RoE), then Mindspy 5 (CW), a level in Assassin or rogue for the sneak attack and then whatever maybe some levels in Chameleon (RoD) so you can imitate any classes class features. The Cabinet Trickster allows you to imitate any races abilities, detect thoughts at-will, and mess with peoples heads. Mindspy allows you to use your at-will detect thoughts to read multiple minds within 60 ft sphere simultaneously, giving you large combat bonuses against those who you read, and disguise and bluff checks. and with that you have the perfect undercover agent!
Some equipment that would go well with this build are, a knee blade, sleeve blade, and elbow blade treated with the poison Goodbye Kiss (CS), and a Vestments of Many Styles (RoE).

The PrC "Whispering Flame" (Five Nations page 155) is explicitly the international spy PrC ("007"-style in some ways).

Changeling Rogue acf is definitely something to look at. Factotum is excellent due to high skill points along with every skill in the game, letting you easily disguise yourself as just about anyone with the appropriate skillset to back up the image. Bards are of course excellent with their list of skills and spells.
PrCs to look at are Chameleon, Master Spy, Mindspy, Cabinet Trickster.
