Couple of 3.5 questions

1. If you use Fell Drain on a dot spell does it add a negative lvl everytime it does damage, or just on the initial casting of the spell?

2. How does LA buyoff actually work. Lets say I want to play a Drow LA +2. The whole party is now lvl 6. My drow is ECL 6 (LA 2/class lvl 4). so how do I actually "buy off the lvl" from that point? do I have to wait 2 more lvls till My drow is class lvl 6 and the party is lvl 8?

Regarding question 2, you can buy off the LA at ECL 8. You need 6 class levels in order to buy off the first half of +2 LA. Read all about it on the web SRD (http://www.d20srd.org/srd/variant/races/reducingLevelAdjustments.htm).

Fell Drain can only bestow 1 negative level per creature per casting. So something that gets damaged multiple times by the same spell takes 1 negative level (getting hit by a DoT type spell such as Flaming Sphere or getting hit by several Magic Missles). However if you cast a Fell Drained Magic Missle and hit 3 different creatures, each takes 1 negative level.
