Some templates can, but you are expected to be reasonable about what templates can apply to what materials. There are some material templates or properties you could not apply to stone/bone and some you could not apply to metal but could to cloth. Cloth has very few templates, unfortunately. But if you are asking if you could make Gnome Twist Cloth out of Mithral or somesuch, no, sorry. Just like you couldn't make Leather armor out of Adamantine.

I'm pretty sure you could do things like Feycraft and Hellbred, though.
