The Enlightened Fist prestige class lets you at 7th level "Hold Ray"

Hold Ray (Ex): At 7th level or higher, an enlightened fist can cast any spell that produces a ray effect as a touch spell instead. The spell's range is reduced to touch, and its Effect entry is replaced with "Target: Creature touched." She can deliver the spell with a touch attack or with a normal attack, and she can hold the charge as with a normal touch spell. An enlightened fist can combine this ability with arcane fist (see above) to deliver a ray-effect spell as part of an unarmed full attack action.
Is there any similar way of doing the same within 3.5 (not PF), preferably, as a feat?

Which part do you want to duplicate? Using a Ray spell in melee or as part of a full attack action?

Rays in Melee can be duplicated with Precise Shot (so you don't take the -4 to attack rolls against a target in melee) and Defensive casting (so the opponent doesn't get an attack of opportunity.

Preferably as part of a full attack action.

In that case, Quicken Spell.

Nope, Enlightened Fist is the only way.

You know what would be awesome? Finding a way to cast a ray spell and use it as a weapon made of semisolid magical energy to stab your opponents with.

and Defensive casting (so the opponent doesn't get an attack of opportunity).

You'd also provoke for performing a ranged attack, so the defensive casting would prevent the AoO for casting, but you'd still provoke for performing a ranged attack in melee.

Would the various methods of channeling spells (Duskblade, Spellsword, etc) satisfy your condition?

The ordained champion's channeling spell ability might work. Duskblade does not (only melee touch attack spells are channeled).
