So quick question, for those halfings that ride around on dino's and throw boomarangs, were those a specific sub-type of halfings from Talenta Plains?

Plain PHB halflings, though they did get weapon familiarity with Talenta boomerang/tangat/sharrash.

Yes. Halflings from Talenta Plains treat all weapons with "Talenta" in the name as martial weapons. Similar to elves from Valenar (or currently residing in Valenar, I guess, since Tairnadal childer grow up in Aerenal).
