Item question

Are grafts that don't give SLAs (specifically "Buffeting Fists" graft) magical items? Can someone who cant use magic use grafts?

Well, the graft flesh feat in Libris Mortis says it just requires 10 ranks in heal to apply a graft to someone and that person just needs to be living. Creating a graft does require you to be a spellcaster though I believe. I think they'd qualify as magical items.
