Witch Hex Question

Just a quick question about the hexes. Some hexes, like slumebr and charm , tells me that even with a succesfull Saving throw the hex cannot be used against the target for 24 hours.

This rule about the 24 hours restriction, does it apply to all hexes or only to the ones that the hex itself limits you?

Only the ones that the hex itself says so.
