I dont know if I could list Belkar's charisma at 13. That seems a bit high for a repulsive twerp who incites anger 95% of the time. That and he was at the low-charisma table on new year's eve.

His dex is probably high, but not 18. Unless he fails his reflex saves reeaally often.

I wont do str, dex and con just because its long and boring. Except in a fight who cares about those (and OOTS isnt really a fighting comic).

People usually give him lower stat just because of is personnality. He like action, he is cynical and he is really serious. He could make plan before a fight (and he do if he think its necessary) but he want to act. He could talk like V but he think its dumb to overcomplicate things. He like it simple. But it doesnt change the fact that he proved that he was smart, wise and charismatic many times.

Elan never perfomed any intelligent act but most of the stupid act he did were more because of is low wis then is int. I think he got 10 int but it could be lower. But he obviously got really low wis.

He can easely do really complicated, cool and effective scheme but he always forgot to add common sense to those plans. But is wisdom could be higher if he know the flaws in is plans but dont really care about them because the plans wouldnt be as cool and complicated without them. (could be possible considering is personnality.)

Agreed on Haley.
Belkar got a good charisma: he is really good at lying, he express himself very well, he can be intimidating and convincing if he want to. Not to mention the famous «craft disturbing mental image». Sure he is also a violent psycopath but thats its personnality, not is charisma.
Durkon got a low charisma and its the reason most of the people find him boring (but not me). As far as I remember, he did turn undead one time and it wasnt really effective.
I really dont know where or when Thog as demonstrated that his charisma was not so lacking.

Nale has to have an 18 Charisma. For one thier twins, and for two, he could bluff his way out of a murder conviction while still stabbing the victim.
