Fiery Burst Feat SLA or Spell?

Does the reserve feat called Fiery Burst, the affect it gives count as a SLA or an actual spell? Also, are any other feats that mimic what it does, but better?

Neither. It's a supernatural ability. The relevant quote is on page 37 of Complete Mage, where it says, "Each reserve feat's primary benefit is a supernatural ability usable at will."
