Is there a reason why Spellcasters and Artificers can't use their 1 minute plus casting time spells or infusions while mounted or while walking?

Depend of the spell...
For spells like legend lore you can do routine stuff during the casting.

You actually can while mounted, though it takes a Concentration check each round if your mount is moving faster than speed/round.

For the same reason you can't take a move action when a spell's casting time is "one full round." You don't have any available move actions for that minute to walk, because you are spending those move actions casting.
That said, as Sith_Happens pointed out, you CAN explicitly cast while mounted.

Which is why the party buys a coach/litter/wagon for the wizard/psion who is helpfully ID-ing all their crap.

Won't work. Can't even take horses into the area. Though my character is mounted as he's small and on a riding dog.
