What templates can you add AFTER a dragonborn is reborned?

Really, any of them that don't require you to have been born that way. And even then, there's magic and rituals.

It can't be anything evil, though! Bahamut wants you to remain pure.

Which leads to the question: why aren't there Dragonborn of Tiamat?

I can imagine there being many reasons why Tiamat should/why Tiamat does not have Dragonborn, however most of them would be a steaming load since it is well known that she (Tiamat) performs experiments that turn "lesser races" into Dragons of some sort.

Generally, I prefer to just take the Dragonborn template and adjust it to each version of Chromatic Dragonkind to make the Tiamat template a more versatile choice over the Bahamut template.

There's the Dragonborn of Bahamut and there's the Dragonspawn of Tiamat from MM4. The biggest difference is probably that Dragonborn are created, while Dragonspawn are actually born from chromatic dragons. Probably because Tiamat is pretty racist regarding non-Dragons.

Dragonspawn are also less useful for PCs, since the lowest ECL amongst them is 2RHD+1LA.

The Whitespawn Hordeling gets the following things:

An effective +4CON, -6INT, -2WIS, -2CHA, although they don't actually say that. That's just extrapolating from its stat array.
2 Monstrous Humanoid hit dice, with the Dragonblood and Cold subtypes.
Small size.
Two-Weapon Fighting as a racial bonus feat, with Multiattack as the feat for level 1.
+2 Natural Armor.
Balance, Climb, Hide, Jump, Listen, and Spot as class skills.
A +5 racial bonus on Balance and Climb checks.
A 30ft cone, 1d6 Cold damage breath weapon usable every 1d4 rounds.
40ft speed, with 20ft(clumsy) flying speed.
+1 LA.

The only reasons I can see to be a Whitespawn Hordeling are flight at ECL 3 and looking like a mini-Ridley.

They're pretty bad.

All of them that don't conflict with one another via Savage Species major ritual use.
