If i choose to Maximize a Prismatic Ray.....do i get to choose of the 1d6 random effects....or will it just maximize the roll of the 1d6 and just make everyone i hit with the ray insane?

or are both of these wrong?

Both of those are wrong; neither of those are 'variable numeric effects'. The only thing Maximizing most of the Prismatic spells affects is the duration of the Blinding on low-HD victims and the Con damage inflicted on things that save against a Green effect.
