So DRAGONKITH has this ability , sorcerer knack, which lets the player know one arcane spell equal to whatever PRC level you have with DRAGONKITH. The limit is that you learn sorcerers knack at level 5, and then the rules say you can't change out what spell you learn after you learn that one.

So in theory, a DRAGONKITH, if you allow the ruling to stand that you avoid learning the spell that level but pick a later level. You can learn a 9th level spell at level 15, or cast a 10th(epic?) level spell at 16. As long as the dragon that you are supporting knows such a spell.

"as a Sorcerer of its class level." Class in question being Dragonkith. Which means that once per day you may cast a spell as a Sorcerer of max level 10 (13 with Bloodline shenanigans, I suppose.) 13 is not epic level spells. You've confused class level and character level. And where are you getting 15=9th and 16=10th anyway? A Sorcerer would have the ability to cast 8th level spells at 16th level, and only be able to cast Epic spells if they could already cast 9ths and then studied the spell, so that's 18th level at least. 21st if you rule that being able to cast the spell includes having the feat Epic Spellcasting.

Sorcerous Knack (Sp) would not even qualify you for Epic Spellcasting, it's a spell-like ability.

As Nettlekid said, it states, "as a sorcerer of its class level," so you would need to have 18 levels of Dragonkith to learn a 9th level spell with this ability.

Using the Legacy Champion and Uncanny Trickster classes this is very easily possible, as you can have more than 20 levels of Dragonkith. The question is if those twenty levels will matter compared to simply playing a sorcerer.

Epic spells are considered 10th-level for DC/spell interactions, yes, but not all 10th-level spells are epic spells, and epic spellcasting uses a completely different system for learning and casting its spells, so merely having 10th-level slots will be of no value whatsoever for that.
