At level 1, the Bipedal Eidolon gets the following evolutions for free: claws, limbs (arms), limbs (legs).

Am I allowed to tie the claws to the legs instead of the arms so that its arms can wield a manufactured weapons (say...a greatsword), and the Eidolon can still get the sword AND the 2 claw attacks (as secondary attacks now of course) on a full attack? Sure the -5 hurts, but extra attacks are extra attacks...

What he said.
Eidolons are specifically allowed to put Claws on their Legs (but only once).

Should I take Multi-attack or just wait until level 9 for the Eidolon to get it for free?

Wait.
Once an Eidolon feat is chosen, it STAYS that feat. So if you take it now, you'd end up with 'double' later.

Unless your DM allows Retraining, then go crazy.

Isn't there a spell that redoes your Eidolon as the cost of EXP or something?

NOPE! That is just for evolution points! No dice. You could ask your DM if he would let you swap out the feats as well as the evolution points when you cast the spell.

Evolutions can be (semi-)freely changed.
Almost everything else is set in stone once chosen.
Unless you're of the Evolutionist Archetype, in which case you can change the Base-form, but only when you level up.
Skills are another (minor) hiccup, in that you can take Ability Increase INT, gain a handful of Skill Points, and then later 'untake' Ability Increase, losing a handful of Skill Points.

Also, to return to "claws on feet" thing briefly:
For Non-Eidolons, the intent is that Claws can only ever go on the Hands (Talons would be the 'feet acceptable' version), but there have been no hard rulings on this (no errata/FAQ, only PF-Forum), so it's ultimately up to your DM.

Many would simply tie the ability increase INT to a single skill just like an intelligence enhancing item gives free ranks in a single skill.
