This is probably unbalanced by here goes:

+2 Strength, +4 Constitution, -6 Intelligence, -6 Charisma (minimum 3)

Large Size.

Darkvision.

Base land speed 30 feet.

Natural gore attack (1d6).

The Greataxe is considered a simple weapon.

How can I make it good.

I don't know pretty much anything of homebrewing but I believe Dragolance has an LA +0 medium sized minotaur. You could look at that to base this off of or something *shrugs*

I'm sorry but large size + strength boost is pretty much automatically at least +1 LA no matter what penalties you put on top of it unless you give the race Combat Penalties like an extra -2 to attack rolls and only 5 feet of reach.

Large is LA +1, period. Look at Goliath. Goliath isn't even officially Large, has lesser stat buffs and is LA +1 and is considered balanced. Even with the severe mental penalties, your still giving far too much stat buffs to be anything LA +0. You need to drop the bonuses to +2/-2 and remove Large size, otherwise it will always be too powerful for LA +1.

Yeah, in general, large creatures have a LA of +1. Alternatively, you could try something like what Savage Species did with a LA +0 Minotaur. Just figure-out different abilities.
