Right now, I'm DMing for a group of level 2s, a Dwarf Stoneform Paladin, An Elf wizard, a Drow Rogue, and a Human Cleric. The setting is in a booming Port City. I'd like to keep the missions centered around The city for the sake of not having to make a bigger map for now. So far, the group has only fought about a half dozen goblins. I'm having a hard time thinking of good missions with good motivation, any suggestions?

Some ideas:

- A priestess from the very run-down, very poor, yet benevolent church in the city slums comes to the PCs for help - several of the beggars that come to the soup kitchen they run have gone missing, and the guard won't look for them because the homeless/downtrodden aren't worth their time. The PCs investigation eventually leads them to the sewers beneath the town.

- A haughty, up-jumped young noble from a minor house seeks to hire a group of unruly vagabonds to retrieve an important object from a rival. The rival knows that his object is at risk and has hired mercenaries to guard his estate. He also may or may not have a charity ball coming up in the next few days where he will display several choice pieces of his curio collection.

- The city guard is investigating rumors that a derelict warehouse on the outskirts of the docks is being used to smuggle contraband/drugs/slaves into the city. They want to investigate, but the warehouse belongs to a well-connected noble house who has the magistrate's ear, and they are being stonewalled. Unable to get the evidence they need, the guard captain (or perhaps his more honorable, foolhardy lieutenant) seeks the help of adventurer's not beholden to the city watch.

- A wealthy merchant in the bazaar district has brought an exotic package to deliver to the thieves' guild within the city. He wishes the package to be delivered, unopened and secretly, as neither he nor they wish to pay the (significant) levies and tariffs that Customs will impose on the package. The package is a cloth-wrapped figurine or idol that radiates an uneasy feeling.

- The fighter's and mage's guild of the city are working together to hold a tourney/recruitment drive to attract local talent from among the influx of newcomers to the city. Both guilds have cooperated to assemble the Champions' Purse, a gold prize and collection of items to the team that can best combine might and magic to overcome various challenges. You hear rumors that several exotic beasts have been imported to the city for the occasion, and at least one noble house seeks to rig the outcome of the games in their favor.

- The dockmaster comes to seek the PCs out - a strange ship has docked at the far end of the city wharf. The sailors are acting very strangely - even when they go to the local taverns on shore leave, they are sullen and barely speak to anyone. No one is allowed on the ship, not even city officials, and strange sounds are heard from the cabins at night.

Hmmm...

A few random thoughts:

1) A local gang has started selling a new drug that causes violent madness in its users. Where is it coming from and can they be stopped?

2) People have been disappearing off the streets at night - mostly homeless but recently a well-to-do individual vanished after leaving a local tavern (drunk). What is taking them, and why? (I envision something in the sewers coming out to feed - maybe it came from the oceans and is making a home in the sewers)

3) A well-to-do minstrel's favorite harp has been stolen; he refuses to perform without it. The innkeeper that employs him is willing to pay handsomely for its return.

More to be added as they pop into my head.

If you want to motivate them to protect and preserve the city, hiring them on as deputies of the city watch would be an easy start, and lets you lead into investigative themes into the city's inner workings from the cogs and gears of the great machine that is society, to the darkest depths of the criminal underworld and the tallest strata of high society and the wrong and right doings across the spectrum.
