I know you can alter random items, by using restrictions of race and stuff, to make them cheaper, but are Wondrous Items, by default; and without DM intervention , immune to such cheapening methods?

Yes, because as far as i can see, those are not rules, they are guidelines.

Meaning they need Gm intervention to be used.

Barring any DM intervention, yes, they cannot be modified in any way.

Hardening (http://www.d20srd.org/srd/divine/spells/hardening.htm), Matter Manipulation (http://www.d20srd.org/srd/psionic/powers/matterManipulation.htm), and Augment Objects (SBG) are ways of "altering" magic items.

Though they're not cheap until you use them all on the same item, in the right order. Then you'll be accused of being cheap.
