Can precocious Apprentice be used to learn a spell that is not normally on the particular classes list? The feat only says that it has to be from a spell school that you already know a spell from. Could a conjurer wizard use it to learn cure moderate wounds, a 2nd level conjuration spell? If he could cast it would it be considered arcane or divine?

Perhaps by RAW (though I'd argue that "you have access to" would preclude things not on your spell list), but certainly not by RAI.

Yes, by RAW, you can grab 2nd level spells from another class' spell list. Regardless of where it came from, when you cast it, it would be an arcane spell, because you're an arcane caster with arcane spell slots.

However, you don't keep that spell when you are able to cast 2nd level spells normally. You lose that benefit, and gain an ordinary 2nd level spell slot instead. Precocious Apprentice doesn't add your chosen spell to your spell list or give you access to it once you can cast 2nd level spells normally.

Yes, Precocious Apprentice is really that badly designed.

Could you scribe it to a scroll before you can cast 2nd level spells, and then scribe it from the scroll into your spellbook?

Yes, but even though it's in your spellbook now, you can't cast it because it was never added to your class list.

Not entirely a bad idea, but just very poorly worded.
