What are the top of the line Wildshape forms at each level? This is for a planar shepherd so magical beasts, elementals and outsiders are welcome(please state plane of existence for outsiders).

The Desmodu Hunting Bat from MMII is one of the best Wild Shape forms for flight, as it gets a +7 Dex mod and 60ft Good flight, all at Medium size.

Anything that gives you Pounce, rake, and the possibility to grapple is a good shape.
