How feasible would it be for a tower shield to have a slit (maybe 2in x 8in) near the top to allow the holder to see through it? Would you consider this "improved cover"?

How about a 6 inch wide hole so that the holder can cast line-of-effect spells through it?

Specifically, I was thinking of people shooting hand crossbows and wands through the slit.

The kind of shield the Tower Shield rules describe isn't really SWAT sized tbh, Most of those are more Roman sized and allow some of the person to show behind. The kind of shield the D&D Tower Shield covers is more accurately a pavise as they where big enough to hide behind, (that was their whole point after all).

Technically there's nothing except a lack fo rules for it that should prevent you hiding behind it popping up only to fire, thus limiting or negating their ability to hit you completely.
