what I am looking for here is specific
the absolute fastest way to get 9th level arcane spells, 9th level divine spells 9th level psionic spells, 9th level Initiator, have as high of a bab as quick as possible
each can be listed separately or all in a single build if its possible.
cheese is accepted to an extent- nothing like pun-pun types
sources pretty much anything 3.0 or 3.5
no 4th ed., pathfinder, dragon magazines or 3rd party.

4th Shuffle(Fiendish Codex I: Embrace and Shun the Dark Chaos): Kowledge Devotion(Complete Champion 60) to Santum Spell(Complete Arcane 82), Bloodline Feat to Practiced Spellcaster(Complete Arcane 82), 3rd level to Extra Slot(Player's Handbook)
Floating: Extra Slot

Shuffle and exchange the Extra Slots. The first one is for a 2nd level slot, the second is for a 3rd. Shuffle the 2nd level out and put a 4th level in. Rinse and repeat. Change the floating to Extra Spell when you want. 10th level divine and arcane spells available at character level 4.

StP Erudite for 16 more levels granting the ability to actually use those 9th level arcane spells more than 1/day. That would grant you 9th level arcane spells, divine spells and powers. With one feat from Dragon(Customize Domain) and Arcane Disciple you could use the divine spells as well.

Unfortunately you have bad BAB, but you have access to Transformation, Polymorph, and Divine Power so that doesn't matter. Also note that after you have the up to 10th level spell slot, you no longer need Heighten, Earth Sense or Earth Spell and can Shuffle them away for two free feats plus a metamagic. You can use those two shuffled feats to grab a couple 5th level maneuvers, not great, but still ok. Since you are going jack-of all trade already here, use the floating feat to snag Shape Soulmeld, shape it then rewrite the feat to a different Soulmeld. Do this until you are maxed out on shapable melds.

Spend 1,200 GP to be hit with Polymorph Any Object and turned into a Beholder.

Psion 3/ Beholder Mage 2/ Ur-Priest 2/ Mystic Theuge 7/ Psion 14/ Swordsage 3

Run around with Persistent Divine Power for max AB.

You can also just go Illithid Savant 3 and then eat the brains of creatures with the casting that you want.

Or you can go Psion 17 and use a minion or two to turn all spells in the game into powers via Wyrm Wizard and a Spell to Power Erudite before getting them with Psychic Chigurery.

Or you can use Fusion+ Astral Seed to just grab all of the abilities that you want, that one can be done at ECL 4 with sufficient cheese.
