what would be the best way (race,class) to be able to acquire Mindsight as the feat for your character?

i know it requires telepathy, but how does one get to that point, besides psionics or magic?

Mindbender is probably the easiest.

Generally you have a one level dip in Mindbender, to give you Telepathy out to 100ft.

It requires Charm Person, but that can be gotten quite easily.

(For example, a Kobold can do the Draconic Rite of Passage to gain Charm Person as an SLA 1/day, if you want to do it minimally magicwise.)

I think one of the easiest ways to get Charm Person with the minimum of spellcasting investment is to take the Aberrant Dragonmark feat and chose Charm Person as your SLA.
Though this of course requires playing in an Eberron setting or having a permissive DM.

If you play a Hellbred with Spirit aspect, you can get Telepathy at 15 HD.

If you play a Totemist, you can bind the Shedu Crown soulmeld to your Crown chakra, which grants you Telepathy in addition to its base effect. You can get access to the Crown chakra at Totemist 5, or by taking a feat. Alternatively, you can take two feats (Shape Soulmeld: Shedu Crown and Open Least Chakra: Crown). The latter feat also gives you +1 to Will saves, although it requires a 6th-level character.

Psion (Telepath) 5 is the lowest ECL method that is generally applicable.

Skin of Proteus + Assume Supernatural Ability and a Spellweaver form gets you the best range (1,000 miles)

I think that's a bit of a stretch. It's not telepathy if you're just talking to yourself.

Telepathy is a rules defined term. Unless you have the Telepathy ability you can't take Mindsight.
