I am making a level 10 haflingrogue, wealth by level, and the party consist of a half Orc barb, vow of poverty monk, a sorcerer, and a cleric. I need to be 1. As sneaky as possible 2. Have an awesome slight of hand (pickpocket) and 3. Deal decent damage. No multiclassses any books are available. What are the best feats, items to conceal things, and general advice?

Sneakiness

1. Take the Darkstalker feat from Lords of Madness so you can actually sneak up on half the monsters in the game that all have Scent, Blindsense, etc.

2. Spend 2000 gp on a Ring of Darkhidden from Magic Item Compendium so you don't even have to roll Hide against the other half of the monsters in the game that all have Darkvision.

3. Have the Dark Creature template from Tome of Magic for large Hide and Move Silently bonuses and a watered-down Hide in Plain Sight. If you have the module Cormyr: The Tearing of the Weave, there's a version of the template in there that gets full-strength Hide in Plain Sight. Either way, buy off (http://www.d20srd.org/srd/variant/races/reducingLevelAdjustments.htm) the level adjustment.

3a (probably too good for this party). Alternately, 10th level is enough to have bought off two points of level adjustment, which means instead of Dark Creature you can use Shadow Creature from Lords of Madness, which gives total concealment in any light conditions less than full daylight.

Sleight of Hand

1. Maximum ranks (duh).

2. At least five ranks in Bluff for the synergy bonus.

3. Pump your Dexterity (nine times out of ten you should be doing this anyways).

4. Pick Skill Mastery as your 10th level Special Ability.

5. Spend 50 gp on a Masterwork Sleight of Hand Tool (and come up with an idea for what precisely such a thing might be, in case your DM asks).

6. Ask your DM if you can buy (since it's a custom item) a competence bonus item for Sleight of Hand (Bonus2 x 100 gp).

Damage

1. Take the Craven feat from Champions of Ruin to gain your character level as a bonus to Sneak Attack damage.

2+. Depends on whether you'd rather be melee or ranged.

I know you said you're playing a Halfling, but whisper gnomes (Races of Stone) is also an awesome sneaky race. Including size bonuses, they get +8 Hide +4 Move Silently, plus they get Silence as an SLA.

Getting good damage as a Rogue generally requires Two-Weapon Fighting, since that way you can apply your sneak attack damage more times in a round.

You also need to find a way to do damage to undead/constructs/plants/etc. The easiest is probably to trade Trapsense for the Penetrating Strike ACF (Dungeonscape). Or you can buy weapon crystals (MIC) for each type that you think you'll fight, but they're pretty pricy since you need Greater crystals and those only work on +3 or better weapons. If you think you'll be fighting those more rarely, you can just get something like Deathstrike Bracers (MIC). But really the higher level you get the more likely you'll run into an immune monster.

Do you have to be a Rogue or is Rogue like acceptable?

Factotum 10 will do what you want far better than straight Rogue will.

Although, if multiclassing was allowed, Rogue 1/ Factotum 8/ Invisible Fist Decisive Strike Martial Monk 1 (continue with Exemplar 1 for your next level) with (if LA buy off is allowed) the Dark template is about the best "Rogue" around.

Archery is also good, it's just a bit harder to qualify for Sneak Attack.

Cheapest way is to have a Wand Chamber (Dungeonscape) in your weapon(s) and load it with a wand of Grave Strike, Golem Strike, or Vine Strike as needed. You'll still need the ACF or the Bracers for Elementals and Oozes, though (pretty sure those types don't have weapon crystals for them either).

Sorry it must be straight rogue, and sadly buy off is unavailable. Also for items would boot blades and the like be worth it?

Collar of umbral metamorphosis gives the Dark template. Think the book is called Tome of magic or something is what you are looking for.
