Mythallars are magic artifacts that project a field, allowing you to create magic items within the field without spending XP. They don't work outside that field though.

Netheril's floating enclaves each had a mythallar at their heart.

Mythals are a kind of epic spell, originally devised by Elven High Mages- and create a (usually) permanent zone with various special effects- which can be invoked by mages within the zone.

Not that I know of- maybe the Elves gave the Netherese artifacts that name, seeing them as an attempt to mimic their own mythals.

I think both are named after the FR god of magic, Mystryl, but otherwise they have no connection. Although there are some magic items that only operate within a Mythal, such as Blueglow Moss. So most likely they are parallel development (both by game designers and in world cultures).

Mystra is his replacement, and then her replacement as well.

Mythals are like suped-up Hallow (http://www.d20srd.org/srd/spells/hallow.htm)spells. Mythallars are like an item that projects a suped-up Hallow spell.

Well, think of a floating castle/island/city that has a mythal (can't teleport in, can't scry in it, demons/whatever can't come in, etc) that also has a mythallar (all your guards have +3 weapons and armor, your mages have wands of fireball, etc, all for way cheaper than normal); kind of a scary thought.

One thing to remember is that mythals are elven made epic spells, usually created by elven high mages (by rules even available as prestige class).

Even th ancient empire of Netheril could not copy a real elven mythal, they barely managed to create a mythallar (which still, is powerful enough to let a whole city fly).

If your DM sticks to continuity and consistency, he would trade elven mythals as a rare and nearly impossible thing. This is just a story-driven plot thing.
