Does this feat allow me to take Large and In Charge?

No, you don't count as a large creature for prerequisites, only for what the feat Jotunbrud explicitly calls out.

So even if you have a natural 10' of reach or take feats like Willing Deformity(Tall) or Inhuman Reach, you don't qualify. Now you could take the feat while under the effects of an enlarge person or similar size-changing effect, but you'd only gain the benefits while large or larger.
