And i dont know what base class i should take.
And i want to play with interesting race with Max LA 4. (with out homebrew)

Be an Azurin Artificer 20.

You dont want LA unless the DM is ignoring LA.

Artificer is a BASE class, not a race or prestige class. Or are you thinking of the terrible gnome artificer? Or are you thinking of some terrible homebrew you found on dandwiki or something?

Artificer from Eberron Campaign Setting is also the most difficult/complex class in the game...
