Does anyone know of a game or well-made homebrew that fits or appoximates most of the below characteristics:

You control an army (or part of an army) in medium to large-scale combat
At the same time, you can play a general/leader who is in charge of that army
The gameplay (or at least most of it) is tactical wargame, perhaps with specific stats held by the leader for social/diplomatic events
Not too complicated dice rules
any sort of morale or loyalty system would be a plus
magic is a plus, but not needed

The ideal scenario would be that the PCs are leaders of mercenary bands working for Good Faction against Evil Empire, that is, each PC controls a band on the same side. Individual people in the band are not stated out, but instead function as units. Something like Erfworld, Kessen, or the tactical war fights in Suikoden II. (Not like Final Fantasy Tactics, Ogre Battle, and Ogre Tactics.)

I'd tried to think of some homebrew, but nothing appealing really forms.

One and done

It's a D&D retroclone called Adventurer Conquerer King because it functions at all of those levels- You can be a random swordsman, or the leader of a warband, or the general of an army. Even if you're a King though, the game assumes you're a beowolf style king who'll charge gloriously into battle.

Caveat: I don't know much about this game, other than by reputation. But ask around about it.

Recommendation: Greg Stolze's REIGN (http://www.gregstolze.com/reign/), which involves (in part) military skirmishes and company-building.

AD&D (1st End) had the BattleSystem "mass combat" system extension, but that was more for miniature wargaming.

Companion/Cyclopedia D&D has the WarMachine rules in it. These are quite good for wargaming (half of module X10 (I think) was a wargame with counters etc. using the rules. I think this would meet your description quit well too.

Yeah ACKS has already been mentioned, i know L5R had a system for this back in 1e but i don't know if it does now.

Warmachine/Hoards and the new Iron Kingdoms role playing game kind of play out like this. While not identical, the systems are similar enough you could put an Iron Kingdoms PC in a Warmachine/Hoards scenario.

I've read it, and am fairly familiar with the ORE system games in general (some more than others). REIGN is seriously brilliant, and worth looking into, but it really isn't a wargame.

Swords and Wizardry is a retroclone of D&D, and it has a mass battle system. In my opinion, it's among the least complicated RPGs that are still good. There is a morale system, I think. Check it out, it's free.

FYI: after looking at some systems, I've decided to try homebrewing one.

If any of you would like to give comments or criticisms, it's here. (http://www.giantitp.com/forums/showthread.php?t=313265)

The reason why a lot of retroclones have this option is likely because the original D&D was developed as a character-based companion to the Chainmail miniatures wargame...
